William Holcombe was born in England, about 1650 and received his education there, becoming a minister of the Church of England. William and his wife must have emigrated as newly-weds just prior to 1678 when their first child was born in Virginia, settling in St. Stephen's Parish in the County of New Kent. Honorable Sr Henry Chickeley, Kt, His Majesty's Deputy Governer and Capt Genl of Va and to the Honorable Council of State" asking for permission to elect a new vestry. Sir Henry acted as Deputy Governer from 1678-1680 and from Aug. 1680 to Dec. 1682. From this it can be inferred that the petition was signed before 1683. This petition was signed by "William Holcombe" and in his autograph we can see the good penmanship of a well educated man.
